Voting 7-0 after the following provision for voting to accept was followed:
This report includes 213 sight records for Broad-winged Hawk plus two records documented by photographs, one on 25 September, 1995 and one on 24 September 2003, all at the Lucky Peak/Idaho Bird Observatory hawk watch. The Committee feels that most or all of the 213 sight records included in this report are valid but the documentation does not fulfill the criteria for a record because there is no description of the bird and no observers are named for each record. The Committee also feels that the individual reported on 25 October 2001 should be viewed as suspect because of the extremely late nature of the record (20 days later than any documented record for Idaho).
