First thing that rules out Rough-legged is the first photo shows that the legs are not feathered all the way to the feet.

Male northern harrier. Older bird guide named them marsh hawks, a fitting name describing where they often hunted. Note the white rump, low flight pattern, longish tail. Females are brown to blend in as they nest on the ground often.
