In addition to other points already made your photo shows the
rufous edged rump and crown feathers and orangish eyebrow typical
of Rufous Hummingbird.

I tried to figure out the ID by comparing various online photos of immature/female Rufous Hummingbirds, but it seemed like all of those photos showed a concentrated spot of spangles in the center of the throat. The bird in my photo doesn’t have that spot, and that’s why I wasn’t sure about the ID.

Sean thinks it might be a Ross’s gull. Several birders are looking; if you happen to come to the lake please keep an eye out for it.
