Even though the top of the head is in shadow it looks like one to me with the bold line going from the eye to the back of the head and what appears to be a light colored head.

Rough-legged Hawk?

I photographed this buteo along U.S. Hwy. 20 in Camas County on Wednesday morning. Is it a Rough-legged?

Loons

There were 3 loons this morning on Black Canyon Reservoir.  It appeared to be a Common, black head,  and 2 paler juveniles.  Took some photos at great distance.  Went back this evening on a whim and took a few more.  Not sure these are the same individual.  The bills are very pale, and the neck blotch has a reddish brown cast when I enlarge it.  Any ideas?
