Normally I only get immature Cooper’s Hawks, but this morning an adult male showed up on my bird perch!

L.L. lower dam. Circa 5:p.m. geese galore 5 species. Near boat ramp snows 100s and along dam with cans .Ross white front &cackling lots of horned grebe w.grebe & one below? Gull looks to be western juvenile? & one comm.loon

I went and looked this afternoon and got good looks of the same 2 plovers in flight. They are Black-bellied based on having light rumps and dark axillary coverts/wingpits.
There were also Dunlin, Dowitchers, and Stilt, Least, and Semipalmated Sandpipers still present. The Dunlin count was up to 8 but there was only one Stilt Sandpiper today and drastically fewer gulls and Least Sandpipers.

Based on a discussion on the Idaho Bird sightings and discussion page, these are probably black-bellied plovers. That was based on Bill size, more in distinct supercilium, breast streaking instead of barring, and whiter bellies instead of gray bellies.
